The approval of the United Nations Security Council for the deployment of a multinational force in support of the Haitian National Police gives hope for an improvement in the country's security conditions. However, considering the recent experience of foreign troops in the country, some people are skeptical. Others view the upcoming deployment as a lesser evil compared to the series of kidnappings, collective rapes, looting of public and private property, spectacular assassinations of peaceful citizens, and gang control over several municipalities and roads.
The extent of insecurity is undeniable. The Center for Analysis and Research in Human Rights (CARDH) released its latest report on kidnapping for the third quarter of 2023 this week. The human rights organization reported a more than 140% increase in kidnapping cases compared to the previous quarter. CARDH stated that there were 362 kidnappings in the country during the third quarter of 2023, which is a 141.33% increase compared to the second quarter when 150 kidnappings were recorded.
