The year 2022-2023 was marked by strikes of standing clerks and magistrates. Consequently, justice was dispensed in small doses, and prolonged preventive detention remains unchanged. According to Me Martin Ainé, President of the National Association of Haitian Clerks, 2022-2023 was a wholly negative year regarding the functioning of the judicial system. "The authorities at the highest level of the state do not care about justice. There is a shortage of magistrates and clerks in the judicial system, preventing its normal operation," analyzed Ainé. For him, there is no positive point for the year 2022-2023.

"It was a catastrophic year. Jury-assisted criminal sessions did not take place in several jurisdictions across the country. The Cap-Haïtien jurisdiction has not held jury-assisted criminal sessions for five years," lamented Ainé, before denouncing serious abuses repeated in several jurisdictions throughout the past year.
