As part of the extension of the state of emergency in the west department, a curfew is imposed from March 7 to March 10, from 6 p.m. to 5 a.m. "The law enforcement authorities have been ordered to use all legal means at their disposal to enforce the curfew and apprehend all violators," the statement dated March 7, 2024, specifies. This measure does not apply to on-duty law enforcement officers, firefighters, paramedics, healthcare personnel, and duly identified journalists. During the state of emergency period, the statement emphasizes, all public demonstrations are prohibited in the western department, both day and night. A three-day initial state of emergency, on March 4, 5, and 6, had been decreed by the government following outbreaks of violence in the Haitian capital by gangs. The curfew and state of emergency have failed to deter the bandits, who continue to set fire to installations of the Haitian National Police and plunder public and private businesses. Nearly a dozen police substations and branches have been set ablaze by gangs since the movement against Prime Minister Ariel Henry began eight days ago.
