Garry Conille has returned as Prime Minister, 12 years after being forced to resign as the first Prime Minister under former President Michel Martelly. Without a political base, popular support, and branded as the "man of the white man" due to his ties with former U.S. President Bill Clinton, Garry Conille’s appointment as Martelly’s Prime Minister came as a surprise. Four months later, he had to resign due to irreconcilable differences with the president, who at the time was accused of holding dual Haitian and American citizenship.

Garry Conille had allies in the Senate of the Republic, which was investigating the accusations against Michel Martelly by former senator Moïse Jean-Charles. This created tensions between the Prime Minister, who was seen as a general without soldiers, and President Martelly’s camp. Abandoned by the pro-Tèt Kale ministers, Conille chose to resign without having had the opportunity to make a significant impact during his tenure.
