The CARICOM Eminent Persons Group (EPG), after meetings with the Transition Presidential Council (CPT), Prime Minister Garry Conille, political parties, private sector organizations, human rights groups, and others, released a statement on Tuesday, August 20, 2024, expressing concerns about the state's failure to improve security; disappointment with the limited impact of the Kenyan forces; erosion of public trust in the CPT, exacerbated by corruption scandals and demands for the removal of three advisors; and growing fears that delays and perceived inaction will prevent the transition process from meeting the February 2026 deadline for the inauguration of an elected president.

The visit to the CPT and the Prime Minister allowed for a review of the general situation, their activities, and their concerns. The Eminent Persons Group was encouraged by the CPT's apparent efforts to address delays in establishing several key institutions required by the April 3 agreement among stakeholders, such as the Provisional Electoral Council (CEP), the Government Accountability Office (OCAG), the National Security Council, and the National Conference. Issues of disconnect between certain sectors and their representatives on the Council, and the resulting frictions, were also highlighted in the statement.
