The Superior Council of the Judiciary (CSPJ) ruled on the certification reports submitted by the Technical Certification Commission (CTC) during a professional retreat held from September 23 to 25, 2024. These reports were part of the certification process for magistrates and other administrative measures. Twenty-four magistrates were certified, while eleven were not due to issues such as lack of moral integrity, extortion of litigants, involvement in land-grabbing, and ties to armed groups.
Among the eleven magistrates removed from the judicial system is Raymonde Jean Antoine, deputy judge at the Kenscoff peace court. She has been heavily criticized and accused of lacking moral integrity, involvement in land-grabbing, and association with armed groups—behavior deemed unworthy of a judge. Magistrate Alphonse Eugène, deputy judge at the Hinche peace court, was dismissed for extorting litigants, severe ethical misconduct, and lack of moral integrity. Magistrate Christophe Jean Michel, judge and investigating judge at the Petit-Goâve court of first instance, was accused of extorting litigants and lacking moral integrity. He admitted to releasing a suspect charged with the rape of a minor in exchange for three million gourdes, following an agreement between the parties.
