It is becoming increasingly clear that the country does not have a dual-headed executive but rather two competing governments. The presence of two Haitian delegations at the recent United Nations General Assembly exemplifies this situation. There are numerous other instances where members of the Transitional Presidential Council (CPT) and the government compete for influence and visibility. This was predictable with a nine-member presidential council and a duly constituted government.

After becoming president of the CPT following his unfortunate experience at a meeting between Brazilian President Lula da Silva and Prime Minister Garry Conille, Lesly Voltaire seems more focused on seeking revenge against the government than on solving the underlying issues. To satisfy his ego, the Fanmi Lavalas representative on the CPT is fixated on the ousting of Foreign Minister Dominique Dupuy. According to several sources, Lesly Voltaire also criticizes Dominique Dupuy for her firm stance against decisions made by Dominican President Luis Abinader, who has made the repatriation of Haitians living in the Dominican Republic one of his second-term objectives.
