The executive branch inaugurated the new Provisional Electoral Council (CEP) this Friday, tasked with organizing elections—one of the main missions of the Transitional Presidential Council and the Conille government. In addition to this responsibility, the CEP is also charged with organizing a constitutional referendum. However, a significant issue clouds the establishment of the CEP: it is incomplete. It seems as if there must always be a first time for everything we organize. Instead of the full nine members, only seven were sworn in. Representatives from the human rights and women's sectors are still pending.

By inaugurating the CEP, the executive has, for better or worse, kick-started the electoral process, which is expected to bring this new transitional period to an end.
