Prime Minister Garry Conille declared, “There are no mercenaries on Haitian soil,” asserting that he “will take all legal and constitutional measures” to support the police. During a "citizens’ forum" in Kenscoff on November 2, 2024, Dr. Conille lamented that confidential information shared in “restricted meetings” had leaked, contributing to internal destabilization of the transition process.

“I can assure you, without hesitation, that there are no mercenaries on Haitian soil. I also want you to know that I will take all necessary actions, using every legal and constitutional tool, to secure Solino, Arcahaie, Pont Sondé, and Carrefour. I will employ every legal means available to me,” stated the head of the CSPN (Supreme Council of National Police), as he outlined his motivations.
