The United States delivered additional equipment to the Haitian National Police (PNH) and the Multinational Security Support Mission (MSS) amid recent criticisms of international security cooperation by Prime Minister Garry Conille. He contended that local security forces, lacking appropriate military resources, face an “urban guerrilla” threat.

According to a statement from the U.S. Department of State on November 4, 2024, “The Bureau of International Narcotics and Law Enforcement Affairs (INL) delivered essential equipment from October 28 to November 3 to support the Haitian National Police (PNH) and the Multinational Security Support Mission (MSS) in Haiti. Armored personnel carriers (APCs) have arrived in Haiti, doubling the MSS’s fleet to enhance mobility and other forms of assistance.”
