In a significant but uncommon development, the Haitian judiciary has handed down its second corruption conviction in 20 years, as highlighted by the Anti-Corruption Unit (ULCC).
According to a statement from the ULCC, “The criminal court of the Hinche jurisdiction, sitting without a jury, sentenced Mr. Roudel Ducherne, an inspector at the Directorate General of Taxes (DGI) in Hinche, to four (4) years in prison on November 19, 2024, for embezzlement of public funds.” The statement notes that this conviction, nearly a decade after the December 10, 2015, sentencing of former Director-General of the Office of Insurance Against Third Parties (OAVCT), Edric Léandre, marks only the second corruption conviction in two decades.
