UN Secretary General Antonio Guterres is blunt. “The implementation of the roadmap for transition in Haiti is progressing worryingly slowly. It is possible that the country will fail to take the steps set out in the governance agreement reached on March 11, 2024. In other words, the goal of re-establishing democratic institutions by February 2026 is in jeopardy,” he wrote in his report to the UN Security Council on January 15, 2025.
“Disagreements between the authorities and stakeholders on power-sharing and ways to strengthen transitional governance have hampered progress,” continued the UN Secretary General, who made a point of highlighting the impact of corruption allegations on public confidence in the transition.
