The President of the Transitional Presidential Council (CPT), Leslie Voltaire, answered questions from France 24 and RFI on Wednesday, January 29, 2025, alongside other Haitian officials on an official visit to Paris. Right from the start, he challenged UN Secretary-General António Guterres on multiple issues: the risk of collapse of Haiti’s national security institutions, the possibility that the transition’s objectives may be compromised just 12 months ahead of February 7, 2026, and the erosion of confidence in the transition due to allegations of corruption.

"I don’t think he’s right," Leslie Voltaire responded to António Guterres’ warning about the “catastrophic collapse of national security institutions”—a concern the UN chief expressed in his January 15 report to the Security Council, citing the fact that 80% of Port-au-Prince is under gang control, massacres are increasing, and the Multinational Security Support Mission (MSS) remains underfunded.
