"Given the persistent reports of public security threats and potentially destabilizing risks to national life, the Minister of Justice and Public Security, in light of the urgency of the situation, instructs you to mobilize all police units, use all available resources, and take all necessary measures to combat acts of insecurity across the country, particularly in the capital, to protect the population and ensure the safety of lives and property. These measures are to be implemented immediately upon receipt of this directive and will remain in effect until further notice," the minister wrote.
