Investigating Judge Loubens Élysée ordered the detention of former Director General of the National Old-Age Insurance Office (ONA), Jemley Marc Jean-Baptiste, following his hearing on Friday, February 7, 2025. Jemley Marc Jean-Baptiste was implicated in the report of the Anti-Corruption Unit (ULCC) for abuse of office in several cases he handled within the ONA.
According to ULCC investigators, Jemley Marc Jean-Baptiste had ordered the issuance of checks totaling more than five million gourdes to four product suppliers, which led the ULCC’s investigative commission to recommend, on criminal grounds, the initiation of legal proceedings against Pierre Ricot Odney, former Minister of Social Affairs and Labor, and Jemley Marc Jean-Baptiste for abuse of office, as defined and punished under Article 5.5 of the March 12, 2014 law on the prevention and repression of corruption.
