Year after year, Haiti continues to rank among the worst-performing countries in terms of corruption perception. According to the annual report by Transparency International, Haiti is among the 15 countries where corruption in the public sector is perceived to be the highest. While in 2023 the country had a score of 17/100, in the 2024 report, it dropped further to 16/100.
A poor score for Haitian authorities, who struggle to move the fight against corruption beyond unfulfilled promises. This low rating is a reflection of both past and present political leadership. It also highlights the shortcomings of the Haitian justice system, which has failed to play its role in this battle. As evidence, the Unité de Lutte Contre la Corruption (ULCC), created 20 years ago, has already submitted around 87 investigative reports to the judiciary. Unbelievable but true, as of last June, the ULCC noted that only one conviction had been issued, compared to four dismissal orders, including one for lack of evidence.
