The Haitian National Police (PNH) and the Haitian Armed Forces (FAd’H) have never received as much international partner assistance as they have in the past four years. Between 2021 and early 2024, through the Bureau of International Narcotics and Law Enforcement Affairs (INL), the United States donated dozens of all-terrain vehicles to the PNH. Armored vehicles were also delivered. For instance, on Wednesday, August 30, 2023, the U.S. Embassy in Haiti handed over the keys to 40 all-terrain vehicles to the PNH. On Sunday, May 19, 2024, ten armored vehicles, donated by the U.S. government through the INL, were also delivered.
Even before Prime Minister Ariel Henry requested the deployment of the Multinational Security Support Mission (MSSM), the United States, via INL, had already announced an $80 million allocation for the PNH. Donations of weapons and ammunition were made under strict discretion. While French support is less significant than that of the U.S., it does exist. On Saturday, December 7, 2024, French Ambassador to Haiti Antoine Michon handed over four armored vehicles worth one million euros to the PNH, in the presence of Director General Rameau Normil and Minister of Justice Patrick Pélissier.
