"Public finance governance in Haiti is confronted with numerous challenges that affect its foundations. Beyond the institutional instability resulting from recurrent political and security crises, it suffers from a widespread lack of accountability culture and the absence of sanctions against public managers guilty of mismanagement and/or various infringements on public funds," reads the governance diagnostic report published by the IMF in January 2025.

"Furthermore," the IMF report continued, "internal and external oversight of public finances remains weakened by frequent and unpunished obstructions to audit and control missions, thereby compromising their reputation and operational effectiveness. Lastly, the strong tendency of skilled professionals to emigrate—facilitated by the Biden administration's recent humanitarian parole program—poses a major concern for the government. Even though weaknesses persist, public finance management (PFM) has seen some progress that deserves recognition."
