Regarding “budgetary and accounting reporting,” the IMF report indicated that “the published intra-annual budget execution reports are of insufficient quality. The monthly TEREDA tables are rarely accompanied by an analysis of the results achieved, instead limiting themselves to authorized credits and expenditure authorizations without highlighting commitments, liquidations, or payments. Their unclear presentation includes debt amortization as a component of capital expenditures,” the IMF report stated.
“The latest budget execution report of the State, covering October 2022 to the end of June 2023, does not provide an analysis of expenditure execution by ministries/institutions, nor does it specify the different stages of expenditures (commitment, liquidation, or payment) or the procedures used (standard, transfer letters, or pre-authorization). This report does not present the execution of donor grants and aid-funded projects, nor the comprehensiveness of financing sources, nor the factors explaining under- or over-execution, nor the outlook,” the IMF revealed.
