"The MPCE is an aggregation of small fiefdoms where each department manages a project without the minister’s knowledge. It is the donors who inform me that there are issues with one project or another," said Ketleen Florestal on Thursday on Magik 9. "At my first meeting, I requested an assessment from all departments. I may have received 25% of the information. Every day, I make new discoveries," continued the head of the MPCE.

Speaking candidly, Ms. Florestal painted a picture of the ministry under her leadership, describing a lack of discipline and a complete disregard for the hierarchy and administrative norms that govern public administration. One situation she reported illustrates these issues.
