The Government Commissioner at the Court of First Instance of Port-au-Prince, Me Frantz Monclair, ordered the detention of the former director of the SMCRS, Magalie Habitant, former deputy Prophane Victor, and former head of the Social Assistance Fund (CAS), Élionor Dévallon, following their hearing on Thursday, April 10, 2025. Three months after their arrest by the Central Directorate of the Judicial Police (DCPJ) for their alleged involvement in criminal activities, Mrs. Habitant, the former deputy of Petite-Rivière de l’Artibonite, and Mr. Dévallon are accused of financing armed gangs and criminal conspiracy.
Ten other people arrested at the home of former deputy Prophane Victor were also heard and then sent to detention for the same charges. They will have to appear next week before the prosecutor’s office for the continuation of the investigation.
