The Ministry of Justice and Public Security (MJSP) recently announced the upcoming creation of two specialized judicial divisions in Haiti. This initiative, seen as progress towards strengthening the judicial system, aims to more effectively combat mass crimes, sexual violence, and financial crime. However, according to Rosy Auguste Ducéna, Program Officer at the National Human Rights Defense Network (RNDDH), this measure directly stems from a proposal submitted by five human rights organizations.
Speaking on Magik9 on Thursday, April 10, 2025, Ms. Ducéna stated that the efforts to establish these judicial divisions are welcomed by the organizations involved. However, she emphasized the need to make adjustments to the draft decree currently under review. For instance, she pointed out the importance of recognizing sexual violence as a distinct offense and not simply as a category within mass crimes.
