Rameau Normil, who returned to the leadership of the Haitian National Police (PNH) in June 2024, earned the trust of the CPT and Prime Minister Garry Conille. Mr. Normil replaced Frantz Elbé, the police chief under Prime Minister Ariel Henry, who was in charge during the devastating events of February and March 2024. More than a dozen police stations were destroyed, and officers were killed. The two main prisons, in Port-au-Prince and Croix-des-Bouquets, were ransacked—not to mention the women’s prison in Cabaret. Frantz Elbé personally paid the price of his office and his efforts. His house in Santo was set on fire. Abandoned due to this devastating record, Elbé was replaced by Rameau Normil, presented as a warrior, a man of integrity, a connected leader in touch with his troops. But like his predecessor, he has suffered bitter defeats.

In July 2024, the 400 Mawozo gang attacked Ganthier, killed members of the civilian population, and set fire to the town’s police station. Attempts by the PNH and the MSS to retake the town ended in failure, and the front was abandoned. The criminals have made it a habit, in a brutal communications war, to stage their victories and film the destruction of police stations. At the end of March 2025, Mirebalais was attacked. On Tuesday, April 15, a video posted on social media features Jeff Larose, aka “Jeff Gwo Lwa,” as the voice-over showing the destruction of the Mirebalais police station and the city’s prison. Over five hundred prisoners escaped during the coordinated attack by the Canaan and 400 Mawozo gangs. On the communications front, the police offer explanations, seek to reassure. However, as with the destruction of the Croix-des-Bouquets and Gressier police stations under Frantz Elbé, the bandits dominate. They fight, drive out police officers, destroy infrastructure, and solidify their control.
