The Haitian government is no longer seeking $1.3 billion but rather $600 million to finance the programs and projects outlined in the Rapid Crisis Impact Assessment (RCIA) report on Haiti’s security situation. “We are seeking $600 million from donors,” said the Minister of Economy and Finance, Alfred Métellus, in an interview with Le Nouvelliste on Sunday, April 27, 2025.
Minister Alfred Métellus assured that there is neither a “paradox” in the downward revision nor “pessimism” from the government or donors. “No, it’s not a paradox. The amount sought is adapted to the current situation. Once the situation improves, we will conduct another evaluation of the RCIA. Perhaps we can aim for $5 or $10 billion,” explained the minister, emphasizing that it was one of the scenarios—namely, the worsening situation—that led to the reduction in the funding request. More neighborhoods have fallen under gang control, and some areas are inaccessible, he explained.
