Among the new provisions included in the draft of the new Constitution are measures concerning political parties. The drafters of the document believe that political opposition should now take place in Parliament through elected officials… The political party not affiliated with the executive branch that has the highest number of elected members in Parliament is recognized as the leading opposition party.
Although it does not specify how, Article 30 of the draft Constitution states that the State encourages the structuring and development of political parties. The document also indicates that the State encourages citizens to join political parties to present their candidacy for elective office, when applicable.
