U.S. President Donald J. Trump has decided to “restrict and fully suspend entry into the USA” for nationals from 12 countries, including Haiti, deeming the measure necessary “to obtain the cooperation of foreign governments, enforce our immigration laws, and advance other important objectives related to foreign policy, national security, and counterterrorism,” according to a proclamation titled “Restricting Entry of Foreign Nationals to Protect the United States from Foreign Terrorists and Other National Security and Public Safety Threats,” issued on Wednesday, June 4, 2025.
“After reviewing the report described in subsection (d) of this section, and after taking into account the foreign policy, national security, and counterterrorism goals of the United States, I have decided to restrict and fully suspend the entry of nationals from the following 12 countries: Afghanistan, Burma, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, Chad, and Yemen. These restrictions distinguish between immigrants and non-immigrants but apply to both categories of entry,” reads the proclamation, which provides explanations for each country concerned.
