The President of the Transitional Presidential Council (CPT), Fritz Alphonse Jean, while addressing the “dysfunctions” responsible for the low disbursement rate of resources allocated in the war budget — just 13.7% — harshly criticized the Minister of Defense, Jean Michel Moïse, during an interview with a pool of journalists on Friday, June 20, 2025.

“I’ll give you an example of dysfunction. We issued a decree to make the army a secondary authorizing officer. To this day, the Minister of Defense has never sent the signature specimen of the army chief to the Ministry of Economy and Finance. That’s a dysfunction,” explained Fritz Alphonse Jean, who gave another example of such issues.
