With four months left in the 2024–2025 fiscal year, investment funded by the Public Treasury stands at 5.7 billion gourdes compared to 100 billion gourdes in “current expenditures.” This 5.7 billion represents less than 30% of the 36 billion gourdes allocated for investments by the Treasury—a level of mobilization that remains low compared to the 78 billion gourdes in external investment financing.
The breakdown of the 100 billion gourdes in current expenditures is telling. The State has spent 53.1 billion on wages and salaries, 29.2 billion on operations for the purchase of goods and services, 7 billion on interest payments, and 10.5 billion—nearly double the investment expenditure—on subsidies and other transfers.
