Demobilized in 1995 by President Jean-Bertrand Aristide, reinstated by President Michel Martelly in 2015, and reconstituted by President Jovenel Moïse through a presidential decree dated November 16, 2017, the Haitian Armed Forces (FADH) continue to search for their place on the national stage.

Comprising roughly a thousand men—between 800 and 1,300, depending on the source and the day—this army has failed to train its soldiers and officers in Haiti according to a clear doctrine and known training curriculum. It lacks both adequate military equipment and an especially effective operational command.
