The draft of a “Haiti-led Roadmap for Stability and Peace with Regional and International Support,” prepared by the OAS, outlines five pillars of intervention with an estimated budget of $1.3 billion. Of this total, $908.2 million is earmarked for humanitarian response, $96 million for security stabilization and restoration of peace, $5.1 million for political consensus and governance support, and $104.1 million for the electoral process and institutional legitimacy.
The draft is presented as “coordinated efforts for peace and stability in Haiti, led by Haitian authorities in coordination with the OAS, CARICOM, BINUH–UN System/Agencies, the Inter-American System, donors, civil society and academia, the Haitian diaspora, and supporting institutions.” The plan states that “all actions must be based on Haiti’s defined priorities and involve national institutions, civil society, and local authorities to ensure legitimacy, strengthen civic trust, and promote sustainability.” The roadmap is structured around five pillars: security stabilization; political consensus and governance support; the electoral process and institutional legitimacy; humanitarian response; and sustainable development.
