The OAS roadmap for Haiti includes five areas of intervention, with an estimated budget of $1.3 billion: $908.2 million to finance humanitarian response, $96 million for security stabilization and peace restoration, $5.1 million for political consensus and governance support, and $104.1 million for the electoral process and institutional legitimacy.

“The Haitian government insists on telling Haiti’s friends that restoring security and state authority across the entire territory remains a sine qua non condition for implementing any plan in favor of Haiti,” said Haiti’s Ambassador to the OAS, Myrtha Désulmé, in her address during the document presentation at last week’s Group of Friends of Haiti meeting in Washington.
