The document was officially handed over by CARDH’s Executive Director, Me Gédéon Jean, to the Transitional Presidential Council (CPT) as well as to the government. It proposes fourteen major measures, divided into seven immediate actions and seven medium- and long-term actions, with the goal of effectively responding to the worsening insecurity in the country.
Among the key recommendations are: the declaration of a state of security emergency by both branches of the Executive, granting broad latitude to law enforcement to act against gangs, in accordance with Article 4 of the International Covenant on Civil and Political Rights; the mobilization of resources to design an integrated operations plan involving the Haitian National Police (PNH), the Haitian Armed Forces (FAD’H), the MMAS, supported by an air unit, to locate, neutralize, and dismantle armed groups; the strengthening of the Temporary Anti-Gang Unit (UTAG), with the goal of transforming it into a permanent, well-equipped unit; securing the borders, notably through better coordination among customs, ports, airports, and law enforcement officers; harmonizing relations between the CPT and the government around security as a national priority; promoting citizen involvement through an awareness program; and supervising self-defense groups to prevent their future drift into organized crime.
