After months of writing and revision, the draft of the new constitution has been submitted to the Haitian executive. Instead of being a revision of the founding text of the post-dictatorship era, written in 1987 after intense work and debates, the new version, produced by a small committee, gives the impression that the drift continues.

There are still no guiding principles or the outline of a grand vision in this draft. It continues to resemble a patchwork of different systems found in countries of the region, without any particular specificity.
