Two former mayors are currently in the crosshairs of justice following a damning report from the Central Financial Intelligence Unit (UCREF). They are Jude Édouard Pierre, former mayor of Carrefour, and Jean Hislain Frédéric, mayor of Cité Soleil. They are being targeted by the Haitian justice system for money laundering, financing of terrorism, corruption, and illicit enrichment. According to the UCREF, the practices of these figures enabled the large-scale embezzlement of public funds.

Their case is now before the investigating judge. Magistrate Paul Éronce Villard, in charge of the case, ordered on Thursday, September 3, precautionary measures against them consisting of the seizure of funds and assets as well as the freezing of money and all financial transactions, national and international, against the accused Jude Édouard Pierre, former president of the National Federation of Haitian Mayors (FENAMH), Jean Hislain Frédéric, Charélus Clermont, and others. This, in order to protect the indexed funds.
