The president of the CPT, Laurent St Cyr, reiterated the political will of the team in power to achieve the objectives of the transition. “The political will is there. However, the security situation, as we know it today, remains the main obstacle to the realization of our objective: to ensure a peaceful transfer of power through elections and to fully restore constitutional order,” said Laurent St Cyr. But Haiti needs help, he once again insisted, during a meeting of the UN Security Council on the political process and on the gang-suppression mission replacing the MSS. The CEP has already recruited 70% of its staff, he added, on September 22, as if to highlight the will to hand power back to elected officials on February 7, 2026.
However, President Laurent St Cyr did not say specifically whether the referendum and the elections will or will not be held in the coming weeks with a view to handing power to elected officials on February 7, 2026, in accordance with the April 3, 2024 agreement. With 20 weeks and two days left in its term, the executive is playing ostrich. The council is pretending to ignore the elephant in the room—the impossibility, for technical, logistical and security reasons, of organizing popular consultations in the coming weeks.
