The Anti-Corruption Unit (ULCC) submitted on Friday, September 26, its report concerning the case of fuel embezzlement within the National Solid Waste Management Service (SNGRS). The scandal, which spans the period from April 2021 to December 2024, came to light through voice messages published on social media. It involves the institution’s two top officials: Germain Paulémon, Director General, and Max Alex Joseph, Deputy Director General.

The case is massive. According to cross-referenced data from two reports submitted to the ULCC by the Director of Administrative and Budgetary Affairs of the SNGRS, Bibiana Belizaire, and the institution’s Director of Collections, Marie Ganette Galiotte, it was demonstrated that during the said period (2021–2024), the SNGRS ordered 396,949 gallons of diesel for a total amount of 227,485,000 gourdes.
