Although in his speech last Thursday at the 80th UN General Assembly the coordinator of the Presidential Council spoke of progress in preparations for holding elections in the country, at no point in his address did Laurent Saint-Cyr mention the draft of a new Constitution or the referendum. The resolution authorizing the Gang Suppression Force adopted this week by the UN Security Council also refers to the necessity of organizing elections, without mentioning the new Constitution.
While the Steering Committee submitted the final version of its proposed new Constitution to the CPT on August 28, one month later neither the Presidential Council nor the government has officially commented on the document.
