This year again, the judicial reopening was marked by the presentation of the performance report of the country’s courts and tribunals for the past fiscal year. Despite an especially difficult security context, some jurisdictions managed to stay the course, showing resilience. Between forced relocations, lack of resources, and chronic insecurity, Haiti’s justice system has tried to do its best.

Operating in survival mode, the Port-au-Prince Court of First Instance distinguished itself despite extremely difficult working conditions, notably its relocation due to the insecurity prevailing in Lalue. The absence of criminal assizes in this jurisdiction did not prevent the court from issuing 1,097 judicial decisions, covering civil, divorce, summary proceedings, commercial, labor, and criminal matters.
