In recent weeks, downtown Port-au-Prince has become the symbol of victory for the Fils-Aimé government in its fight against gangs. Police and Prime Minister’s Office communiqués announcing the reclamation of public spaces have multiplied. There was a recent visit by the head of government and presidential adviser Leslie Voltaire. This week, the ceremony marking the reopening of the courts was held at the Palace of the Court of Cassation, located in the heart of the Champ-de-Mars. And this Thursday, a Council of Ministers, bringing together the Presidential Transition Council (CPT) and the government, was convened at the National Palace — the first since January 2024.
It was raining bullets in and around the Champ-de-Mars during the meeting of the Council of Ministers. Images circulating on social media show a state armored vehicle riddled with bullet holes. They also show law enforcement officers in combat formation, and the officials’ vehicles leaving the National Palace. It is unclear whether the Council of Ministers was able to conclude its session or whether the presidential advisers and ministers had to withdraw abruptly due to the clashes. It is also unknown whether there were significant casualties or damage on either side.
