The White House has reportedly asked Congress to vote on the renewal of the HOPE/HELP law. For now, there is no certainty about when a potential vote on the new bill will take place, nor about the length of the renewal. Some would like to renew HOPE/HELP at the same time as AGOA (the African Growth and Opportunity Act). The outcome of the matter will depend on the end of the government shutdown, which has halted funding, Le Nouvelliste has learned.

“There has been confirmation that the White House has written to the U.S. Congress to request the renewal of the HOPE/HELP law. This is a very good step forward. We are very confident. There are discussions about doing it at the same time as AGOA, but the general idea is that we will be granted the renewal of the HOPE/HELP law,” said Minister of Commerce and Industry James Monazard to Le Nouvelliste on Friday, October 31, 2025.
