The Director General of the Haitian National Police, Vladimir Paraison, held a press conference this Friday, November 28, 2025, to present the results of his first 100 days. The former head of security at the National Palace recalled that when he arrived at the helm of the police on August 8, no fewer than three departments of the country were classified as red zones—the West, Artibonite, and Center—while two others, the Southeast and Nippes, were in orange. “The challenge was enormous, since we are talking about territories inhabited by more than 71% of the Haitian population,” he explained.

One hundred days later, Vladimir Paraison gives himself a passing grade, while acknowledging that the challenges remain immense. “We have retaken downtown Port-au-Prince. The government was able to hold the Council of Ministers at the National Palace and other ceremonies at the Champ de Mars. We eliminated the route through Ruelle Alerte that the bandits had imposed on users coming from Carrefour. Now drivers can pass through Rue des Casernes and are no longer forced to pay a passage fee to the bandits. We have regained control of the airport intersection. There is a fixed checkpoint under the overpass and patrols on the airport road. The Carrefour airport–Nazon–Lalue route has been cleared. The Lalue route up to the former Banque de Paris has been cleared. The situation is under control in Kenscoff,” Paraison detailed. Questioned about criminal activity in Turgeau and Laboule 12, he explained that he would need more time before everything returns to normal.
