Someone who is subject to United Nations Security Council sanctions cannot be a candidate for the presidency, nor a candidate for a legislative position, nor a candidate for mayor, nor even for the Administrative Council of a communal section. According to the 2025 electoral decree, this person also cannot exercise their right to vote.
After adopting the draft electoral decree on Monday in the Council of Ministers, the CPT officially published the document in the newspaper Le Moniteur. The Electoral Council modified the first version of the draft decree made public last October. While Haitians who are sanctioned by the United States and Canada are spared, those who are sanctioned by the UN Security Council are simply excluded from the Haitian electoral system.
