The Anti-Corruption Unit (ULCC) has released Phase I of its investigation report on the management of subsidies granted by the former Director General of the National Education Fund (FNE), Jean Ronald Joseph. The findings are damning for the sociologist and university professor, who is accused in the report of embezzlement of public funds, a complete absence of oversight, granting subsidies to nonexistent associations or to groups unrelated to the institution’s educational mission, and obstructing the proper functioning of justice.

Out of a total of 162,871,235 gourdes granted to thirty-one associations, thirteen of them received 68 million gourdes for projects unrelated to the FNE’s educational mandate. The report highlights a pattern of lax—if not complicit—management that enabled the systematic diversion of public funds intended for education.
