Approximately 6.3 million Haitians have an identification card, said the director general of the National Identification Office (ONI), Reynold Guerrier, reached by the newspaper by phone on Monday, December 8, 2025. According to him, the Office plans to identify all Haitians. In this sense, Director General Reynold Guerrier announced that the ONI will provide every child with an identity. Thus, from birth, a unique national identification number (MINU) will be assigned to them.

“Currently we are experimenting, as part of a project still in its pilot phase, with an identity card for children. The decree of March 11, 2020 requires the National Identification Office (ONI) to provide each natural person with an identification. It is important to understand that identification is a right. We have planned, at the level of the ONI, to launch the project aimed at providing each child with an identity card during the first quarter of 2026,” explained Mr. Guerrier.
