The issue of civil registration remains a major problem in Haiti, particularly in remote communal sections where thousands of citizens have no civil status documents at all. The problem persists, yet no lasting solution seems to be emerging. Appearing on the program Panel Magik this Friday, December 12, 2025, the Executive Director of the Organization of Citizens for a New Haiti (OCNH), attorney Camille Occius, drew attention to the issue.
“Many citizens currently living in the country are at risk of statelessness,” the human rights defender warned, as if to underscore the seriousness of the problem. In remarks made a day earlier during the presentation of his organization’s annual report, Me Occius estimated that three million people living in the country do not have a birth certificate, which constitutes a violation of these millions of people’s right to identity.
