The four main weaknesses of the Haitian state are: the powerlessness of its security forces, its inability to control its territory and its borders, its failure to collect tax and customs revenues, and the indigence of its judicial system. Haiti is a poor state, incapable of defending its population and its borders, and lacking the capacity to cover the costs that this would require. In a word, it is a failed state.
Let us begin with the justice system. As with teachers in the public sector who organize long strikes every year, actors within the judicial system do the same. It has been six weeks since prosecutors went on strike. No one knows when the movement will end, nor which other category of the judicial world will take over next, so numerous are the demands.
