After narrowly avoiding dismissal, the Prime Minister has adopted a resolutely offensive tone. “The time when armed groups imposed fear is coming to an end. Fear is changing sides,” he declared last Friday during the graduation ceremony of the 35th class of the Haitian National Police (PNH).
