Over the course of three days, the coordinator of the Transitional Presidential Council (CPT), Laurent Saint-Cyr, and Prime Minister Alix Didier Fils-Aimé successively visited the Western Departmental Directorate of the Haitian National Police (PNH), the Grand Headquarters of the Haitian Armed Forces (FAd'H), and the main base of the Gang Suppression Force. These visits were intended to reaffirm the State’s determination to retake control of the territory and to durably neutralize armed gangs.

The first stage of this institutional offensive took place on January 25 at the Western Departmental Directorate (DDO-1), at the heart of the PNH’s operational apparatus. Accompanied notably by the Minister of Justice and Public Security, Patrick Pélissier, and members of the PNH’s high command, the authorities oversaw ongoing operations in several sensitive areas, including Bel-Air and Delmas 4.
