The Haitian government can now purchase defense equipment and services for the Haitian Coast Guard. For the first time since the 1990s, the Armed Forces of Haiti (FAD’H) will receive part of the five million dollars allocated to the “Foreign Military Financing Program” and to “Peacekeeping Operations,” in accordance with the provisions of H.R. 7148, the consolidated appropriations act for fiscal year 2026, enacted on February 3 by President Donald Trump.

“The Government of Haiti is authorized to purchase defense equipment and services under the Arms Export Control Act (22 U.S.C. 2751 et seq.) for the needs of the Coast Guard”; and with regard to the Armed Forces of Haiti, “from the funds appropriated by this Act under the headings ‘Peacekeeping Operations’ and ‘Foreign Military Financing Program,’ up to $5,000,000 may be made available for non-lethal assistance and operational support to the Armed Forces of Haiti, following consultation with the appropriate congressional committees,” the U.S. appropriations law states.
