Former Colonel Himmler Rébu is questioning the personnel, resources, and equipment available to the Haitian Armed Forces (FAd’H), which have been placed on Condition D by the High Command of the FAd’H. According to him, without adequate mobilization of these resources, this decision risks remaining ineffective on the ground.
The High Command of the Haitian Armed Forces (FAd’H) ordered its troops to move to Condition D in a memorandum published on April 2. This status corresponds to the highest level of alert, explains former Colonel Himmler Rébu. “The leaders believe there is a situation of immediate confrontation. This implies that they must have all their personnel at their disposal. All soldiers must return to their barracks, without knowing when they will be able to go back home. It is a pre-positioning for offensive or defensive actions,” he specifies.
